MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 1991 <br />telephone tower and a 12 foot by 36 foot equipment <br />building at 5 East County Road B, subject to compliance <br />with the recommendations of the City Planner as <br />contained in his report dated April 3, 1991. <br />PRELIMINARY <br />PLAT & PLAN <br />REVIEW <br />YORKTON <br />RIDGE WEST <br />Motion seconded by Keis. <br />Motion carried 7 - 0. <br />Mr. Jack Welch appeared before the Commission <br />requesting approval of the Preliminary Plat for Yorkton <br />Ridge West. Mr. Welch reported that he had a meeting <br />with the neighbors, and as a result of that meeting, he <br />is back to the original plan. That is, no road access <br />through the industrial park to the north. Welch <br />pointed out, however, that he is proposing to leave a <br />dedicated street right -of -way into the area so in the <br />future if traffic becomes a problem, the access could <br />be opened up to the north. <br />Welch reported that his engineer is working with the <br />City Engineer to resolve problems with residential <br />run -off to Yorkton Industrial Park. Welch suggested <br />that a swale be created adjacent to the industrial <br />property running east and west. Welch also reported <br />that Rue Plastics in the industrial park has a problem <br />with water building up on their site. The swale would <br />address this problem as well. <br />Welch further reported that he and his attorneys are <br />working with Mr. Fasciana on the issue of access into <br />the property. Easement agreements are being drafted to <br />resolve this issue. <br />Welch reported that since the proposal does not provide <br />for an outlet to the industrial park, he is also <br />requesting a variance for cul -se -sac length. <br />Mr. DeLonais asked about drainage of the site. <br />Welch explained his proposal for a swale along the <br />property adjacent to the industrial park and that the <br />swale would direct run -off into catch basins and <br />eventually into the pond on the industrial park <br />property. <br />Keis suggested that access through the area connecting <br />with the industrial park would be preferable. <br />Gene Leo, resident of the area, reported that the <br />residents do not want trucks from the industrial park <br />driving through their neighborhood. <br />Page 6 <br />
