MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 1991 <br />Welch also pointed out that there is undeveloped <br />residential property to the south that could add 50 <br />plus homes to the area. This was another reason for <br />providing road right -of -way to the industrial park. <br />Keis asked who would be responsible to pay for the road <br />connection if it were put in sometime in the future. <br />Welch replied that the cost would have to be assessed <br />to the benefited properties. <br />Mrs. Fasciana reported that the residents in the area <br />do not want the road connection and do not want through <br />traffic in their neighborhood. <br />Mr. Fran Tomaszewski asked who would be responsible for <br />the cost of upgrading the road in front of his house. <br />DeLonais reported that that would be a Council <br />decision. <br />Welch pointed out that there are three houses in the <br />area without sewer and water, and his plans were to put <br />stubs in for these homes. <br />DeLonais asked if Welch proposed to change the road <br />grade. <br />Welch replied that he did not. <br />Robert Carrier pointed out that when Mr. Lee developed <br />the industrial park, he made a lot of promises to the <br />residential property owners. Carrier reported that Lee <br />indicated that the berm would be on the industrial <br />property and then Lee constructed it on the residential <br />property. Carrier also reported that flood lights from <br />the industrial park are shining on the residential <br />property. Carrier felt that his property values have <br />deteriorated due to the industrial park and pointed out <br />the nuisance with equipment that is being operated in <br />the area. <br />The City Planner reported that Code states that <br />lighting from an industrial property cannot shine on <br />adjacent residential property. The Planner suggested <br />that if this is happening, the Building Inspector be <br />contacted to address the problem. <br />Gene DeLonais pointed out that it is the preliminary <br />plat that is before the Commission this evening. Many <br />of the questions raised this evening will be resolved <br />prior to final plat approval. <br />Page 8 <br />
