plan shows the extended blacktop to be approximately 36 feet <br />wide. Our office is concerned that extending the blacktop <br />this wide will create a parking area that the office <br />building patrons will park in and effectively cut off access <br />to the building. By making the asphalt only approximately <br />24 feet wide, cars will be less likely to park there and the <br />service trucks should still have room to drive up or back up <br />to the building. <br />Grading and Utilities. Any grading and utilities plan will <br />be required to be reviewed by the City Engineer. <br />Fence. A six foot high chain link fence with barbed wire on <br />the top is proposed around the tower connecting to the <br />utility building. Gate openings are provided along the east <br />side of the fenced area. The fence meets all requirements. <br />All fence construction will require a City building permit. <br />Parking. Because the building is unoccupied, no additional <br />parking will be required. <br />Screening. The site has existing mature trees to help <br />screen the view from Highway 36. The site plan makes no <br />reference to how the disturbed area will be landscaped after <br />completion of construction. Our office would recommend that <br />a landscaping plan be submitted showing treatment of the <br />land within the leased area after construction. <br />Height. Due to the extended height of the structure, our <br />office raises the concern of ample clearance in all <br />directions should the tower be knocked down. The applicant <br />should be required to discuss construction of the tower, <br />what safety features are built in and what happens if it is <br />toppled. <br />4. The proposed use will not tend to or actually depreciate the <br />area in which it is proposed. <br />Because the area is zoned for business and warehouse uses <br />and there is business development in the area, the addition <br />of a cellular phone tower would not appear to cause <br />depreciated values in the area. <br />5. The proposed use can be accommodated with existing public <br />services and will not overburden the City's service <br />capacity. <br />The building will be unoccupied. The only services required <br />are electricity and telephone. Maintenance trucks coming to <br />the site will be infrequent and so there will be no <br />overburden to the streets. This use can be accommodated <br />without overburdening any City services. <br />3 <br />Page 41 <br />
