MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 1991 <br />products pipeline to increase setback from residential <br />structures subject to the recommendations of the City <br />Planner as contained in his report dated September 9, <br />1991. <br />Motion seconded by Keis. <br />Motion carried 7 - 0. <br />OUTDOOR The Commission reviewed the information on how <br />SALES & neighboring communities handle outdoor sales and <br />DISPLAYS displays. <br />The City Planner reported that Little Canada's <br />ordinance requires a conditional use permit for any <br />type of outdoor sales and displays. If it is the <br />thought of the Commission to allow temporary outdoor <br />sales and displays by staff - issued permit, then a new <br />category should be set up. <br />The Planner pointed out that a conditional use permit <br />is required for gas station /convenience stores, <br />therefore, outdoor sales and displays can be addressed <br />in the initial application process. The problem comes <br />up when outdoor sales and displays were not addressed <br />in the initial application, and the conditional use <br />process must be gone through again. <br />Pedersen felt that a permanent outdoor display should <br />continue to require a conditional use permit, and <br />should be restricted to a small enough area so that it <br />is not overwhelming. <br />The Commission discussed and reached the consensus that <br />a staff - issued permit should be used for outdoor sales <br />and displays of a temporary nature. The Commission <br />discussed the length of time a temporary permit should <br />be issued for, and consensus was that a business should <br />be allowed a temporary outdoor sales /display permit for <br />two weeks, twice per year. <br />Garske recommended that the City continue to require a <br />conditional use permit for permanent outdoor <br />sales /displays and that a temporary administrative <br />permit be issued for temporary outdoor sales /displays <br />subject to the staff's approval of a site plan that <br />does not restrict traffic, etc. and that businesses be <br />limited to temporary permits for two week periods, <br />twice per year. <br />Motion seconded by Pedersen. <br />Motion carried 7 - 0. <br />Page 10 <br />
