MINUTES PLANNING COMMISSION AUGUST 8, 1991 for the Thunder Bay District. The Planner pointed out that the purpose of expanding the District is to allow use of surplus TIF funds from the District for drainage improvements in the area. Pedersen recommended approval of the amendment to Tax Increment Financing Plan for the Thunder Bay District as recommended by City staff. Motion seconded by Herkenhoff. Motion carried 6 - 0. FLOOD PLAIN The City Planner submitted a Flood Plain Ordinance ORDINANCE amendment. The Planner reported that the amendment effectively doesn't change much in the existing Ordinance, however, brings it into conformance with DNR requirements. Drabik recommended adoption of the Flood Plain Ordinance Amendment as recommended by the City Planner. Motion seconded by Garske. Motion carried 6 - 0. OUTDOOR The City Planner reviewed his report dated August 5, SALES /DISPLAY 1991 regarding outside sales /display. The Planner reported that this matter has come up in that someone complained about A & W having outdoor vegetable sales. The Planner reported that A & W contacted his office and he informed them to terminate the sales by the end of the day. The Planner reported that the City's Ordinance allows outdoor sales and displays by Conditional Use Permit. The Planner also reported that it has been suggested that it is unreasonable to require a Conditional Use Permit for outdoor sales and displays for gas stations /convenience stores if these stores have goods reasonable related to their business on display outdoors. DeLonais stated that it was his opinion that the business people in the City should not have any more restrictions on them then is absolutely necessary. DeLonais agreed that if a product is related to their normal business, the gas station /convenience store should be allowed an outdoor display without need for a CUP. Page 8
