MINUTES <br />PLANNING COMMISSION <br />AUGUST 8, 1991 <br />for the Thunder Bay District. The Planner pointed out <br />that the purpose of expanding the District is to allow <br />use of surplus TIF funds from the District for drainage <br />improvements in the area. <br />Pedersen recommended approval of the amendment to Tax <br />Increment Financing Plan for the Thunder Bay District <br />as recommended by City staff. <br />Motion seconded by Herkenhoff. <br />Motion carried 6 - 0. <br />FLOOD PLAIN The City Planner submitted a Flood Plain Ordinance <br />ORDINANCE amendment. The Planner reported that the amendment <br />effectively doesn't change much in the existing <br />Ordinance, however, brings it into conformance with DNR <br />requirements. <br />Drabik recommended adoption of the Flood Plain <br />Ordinance Amendment as recommended by the City Planner. <br />Motion seconded by Garske. <br />Motion carried 6 - 0. <br />OUTDOOR The City Planner reviewed his report dated August 5, <br />SALES /DISPLAY 1991 regarding outside sales /display. The Planner <br />reported that this matter has come up in that someone <br />complained about A & W having outdoor vegetable sales. <br />The Planner reported that A & W contacted his office <br />and he informed them to terminate the sales by the end <br />of the day. <br />The Planner reported that the City's Ordinance allows <br />outdoor sales and displays by Conditional Use Permit. <br />The Planner also reported that it has been suggested <br />that it is unreasonable to require a Conditional Use <br />Permit for outdoor sales and displays for gas <br />stations /convenience stores if these stores have goods <br />reasonable related to their business on display <br />outdoors. <br />DeLonais stated that it was his opinion that the <br />business people in the City should not have any more <br />restrictions on them then is absolutely necessary. <br />DeLonais agreed that if a product is related to their <br />normal business, the gas station /convenience store <br />should be allowed an outdoor display without need for a <br />CUP. <br />Page 8 <br />
