MINUTES <br />PLANNING COMMISSION <br />AUGUST 8, 1991 <br />Jim McBride, McBride Construction, submitted a sketch <br />plan to the Commissioners showing the front of the <br />house and floor plan. McBride stated that if the CUP <br />and Variance are approved, the house will be made <br />usable and will conform to building codes. McBride <br />reported that the house is structurally sound, however, <br />the foundation needs work. Therefore, a new foundation <br />will be constructed under the structure. <br />The Planner pointed out that Code limits the value of <br />improvements to 50% of the fair market value of the <br />structure. The City can require compliance with this <br />limitation, or it can grant a variance to the <br />limitation. - <br />McBride reported that he will be making improvements to <br />the structure on a time and materials basis, therefore, <br />he does not know the dollar amount that will be <br />necessary to bring the structure into conformance with <br />Code. However, McBride indicated that if the City puts <br />a dollar limitation on the amount of improvements that <br />can be made, since he is friends with the applicant, he <br />will reduce the cost to fall within that limitation. <br />Drabik asked what specific improvements are planned. <br />McBride replied that he will make whatever improvements, <br />necessary to meet UBC. <br />The City Planner indicated that his concern was since <br />the City does not know how much it will cost to bring <br />the structure into conformance, the City cannot be sure <br />that Ms. Favis will not run out of funds mid - project. <br />Then the City will have a building that it cannot allow <br />to be occupied. <br />McBride pointed out that his contractor's license will <br />be in jeopardy if he does not complete the project. <br />Because of the foundation, the applicant cannot get <br />normal financing, but once the foundation is in place, <br />financing will no longer be a problem. McBride <br />reported that somehow he will push the project through <br />to completion. <br />DeLonais asked if plans were to enlarge the house. <br />Page 2 <br />
