MINUTES <br />PLANNING COMMISSION <br />AUGUST 8, 1991 <br />McBride replied that the house will not be enlarged. <br />Garske stated that he would like to see a site plan <br />showing parking. Garske also pointed out that the <br />Building Inspector will need to see exactly what is <br />going to be done to the house. Garske did not believe <br />the sketch presented this evening will be adequate for <br />the Building Inspector. <br />The City Planner pointed out that if the variance is <br />approved and the structure made habitable, the City <br />will still have a substandard house. The house is only <br />520 square feet in size, which is smaller than the <br />minimum established by the Code. The Planner also <br />pointed out that as a vacant lot the property would be <br />unbuildable since setback requirements cannot be met. <br />Pedersen pointed out that the options are that either <br />the variance is allowed, or the existing house torn <br />down. <br />McBride felt the situation was unique in that Ms. Favis <br />purchased the property not understanding the situation, <br />and would now like to bring that property up to <br />standard. <br />DeLonais was concerned that improvements will be made.• <br />to the structure, and it will still not meet Code. <br />McBride assured the Commission that he will bring the <br />structure• up to Code. The variance being requested is <br />so improvements can exceed $4,500. McBride reported <br />that the purchase price of the property far exceeded <br />the $9,000 fair market value which the County has <br />placed on the structure. <br />Grittman pointed out that the purchase price included <br />land, and fair market value of the structure only is <br />what is being discussed. <br />Gloria Favis reported that she paid $35,000 for the <br />property. The County has valued the land at $10,000 <br />and the structure at $9,000. Favis was concerned with <br />the amount of taxes that she is paying on the property. <br />Drabik asked what will happen if the CUP and Variance <br />requests are not approved. <br />Herkenhoff suggested that if Favis is not allowed to <br />improve the structure, the City may condemn it. If the <br />property is unbuildable, then it might go tax forfeit. <br />Page 3 <br />
