MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 1991 <br />The Planner suggested that if the City's goal is to see <br />the area properly maintained, a PUD zoning with a <br />residential density of 6 homes may be the answer. <br />Drabik pointed out that the current density is too <br />high, and suggested that a natural weeding out process <br />may be the answer. <br />Keis recommended the rezoning of the Little Canada Road <br />residential area to PUD with a maximum density of six <br />homes, with the recommendation that if property becomes <br />available in the area in the future, that it be <br />acquired by the City. <br />Motion seconded by Garske. <br />Motion carried 4 - 1. Pedersen voted against. <br />Pedersen felt that the best solution for the area would <br />be to designate it as open space. <br />Keis pointed out that under the PUD zoning the City <br />would have control over whether a house is rebuilt if <br />it is destroyed. <br />The City Planner replied that the City already has that <br />control under the present situation. <br />Pedersen felt that if a few homes dropped out due to <br />deterioration, there would be a spottiness in the <br />appearance of the area, since the houses would not be <br />evenly distributed. Pedersen stated that to him the <br />best long -term use of the area was open space, and felt <br />that designation should be put on the books. <br />The Planner noted that the intent of the PUD would be <br />to allow 6 units to remain, and if one of the units of <br />value was destroyed, the intent would be to allow that <br />unit to be rebuilt. The Planner suggested that if the <br />Commission wanted the area to be open space, then no <br />changes need to be made. The units of little or no <br />value would not be allowed to rebuild under the <br />existing Code. <br />The Planner also commented that having six units in the <br />area even though they are not evenly spaced, does not <br />make an ugly neighborhood. One of the things that adds <br />character to a district is because the houses are not <br />all the same or evenly spaced. The Planner again <br />stated that if the long -term goal is for open space in <br />this area, the ordinance is set up now so that will <br />happen.
