MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 1991 <br />single - family to remain, the zoning can be changed to <br />PUD with the limited density of six units to allow the <br />six units of value to remain and the others phased out. <br />Garske stated that he feels the long -term use of the <br />area should be open space. Garske stated that if the <br />property were raw land today, he would not support <br />residential development in the area. <br />Upon motion by Garske, seconded by Keis, the previous <br />motion was rescinded. <br />The Planner suggested two options to the Commission. <br />The first was for amending the Comprehensive Land Use <br />Plan to indicate the eventual use of the property. The <br />next involved a rezoning to eventually accomplish what <br />the City defines as the preferred land use for the <br />area. However, the Planner requested that if the <br />Commission prefers open space as the long -term use of <br />the area that he be given some time to research the <br />best way to accomplish this. <br />Keis viewed the consensus of the Commission that the <br />long -term use of the area should not be residential, <br />and property owners not allowed to rebuild should their <br />homes be destroyed. <br />Herkenhoff asked the cost to the City of designating <br />the area open space. <br />Keis stated that his idea was that the City not <br />purchase the property, but let the land use change to <br />open space naturally over the course of many years. <br />Herkenhoff did not feel this was fair to the property <br />owners. <br />Keis pointed out that those property owners who have <br />kept up their homes could sell their homes or continue <br />to live in them as long as they like. <br />Herkenhoff felt that down the line someone will be hurt <br />in this situation. <br />Drabik asked if there were any homes in the area that <br />could be rebuilt, if necessary, and meet shoreland <br />regulations. <br />The City Planner replied that it is possible that there <br />is a lot or two that would meet shoreland requirements <br />as long as the property is zoned properly. The other <br />properties would require a variance and conditional use <br />permit in order to be rebuilt. <br />Page 9 <br />
