MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1991 <br />Welch stated that his proposal should not be held up <br />pending resolution of the site at Jackson and Little <br />Canada Road. <br />Drabik felt that the City needed to address the <br />concerns of the residents. <br />Pedersen stated that he was not prepared to act on the <br />proposal as presented since he did not know the status <br />of Boss Road. <br />Welch again stated that if a second access is wanted, <br />he would be prepared to run the street through to the <br />industrial park. <br />Garske pointed out that the Commission would be <br />powerless to stop the development if it met all City <br />Code requirements. The variance being requested is for <br />cul -de -sac length. Garske felt that the Commission had <br />to separate the emotional issues. <br />Johnson pointed out that the residents of the area were <br />just notified of the proposal. These residents do not <br />know Mr. Welch. There is one major landowner in the <br />area who is out -of -town. Johnson requested a 30 -day <br />delay on the matter so that concerns could be worked <br />out. Johnson felt that there were economic <br />considerations as well as traffic concerns that needed <br />to be worked out. Johnson did not feel Welch had <br />presented a complete plan. <br />Pedersen pointed out that the Commission is being asked <br />to recommend preliminary approval, not the final plat. <br />Mary Ann Auge asked if the City required financial <br />disclosure from the developer, pointing out that she <br />did not want to see the same problems that have <br />occurred in the industrial park. <br />Welch replied that before he can begin development, he <br />would have to enter into a development agreement with <br />the City which includes full financial disclosure. <br />Francis Tomaszewski suggested that the developer cut <br />down the number of homes being proposed and line up lot <br />lines so that the development will fit into the <br />neighborhood. Robert Carrier agreed. <br />Mr. Welch reported that he has been a planner for 22 <br />years and reported that it is always better to stagger <br />lot lines. <br />Page 6 <br />
