MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1991 <br />Brueggemann stated that it will continue up to the <br />Gagne homestead property. <br />Ed Nadeau expressed concern about Phases II and III <br />competing for tenants. <br />Brueggemann stated that the two phases will not compete <br />and pointed out that both phases are nearly 80% leased. <br />Brueggemann assured Nadeau that Phase II will be the <br />next building constructed. <br />Bob DeBace asked how many previous Little Canada <br />businesses now occupy Phase I. <br />Bob Murray, Murray & Associates, replied that about 50 <br />to 60% of the tenants in Phase I were existing Little <br />Canada businesses. Murray pointed out that as part of <br />the development agreement for Phase II, they are <br />agreeing not to target Little Canada businesses in <br />their leasing. Murray pointed out that both Phases II <br />and III are nearly 80% leased by businesses outside of <br />Little Canada. <br />DeBace expressed concern that the City provided TIF to <br />this project and the developer is stealing tenants from <br />other buildings in the City. DeBace reported that the <br />developer is charging new tenants the first month's <br />rent and then giving them the next 11 month's free. <br />DeBace felt that the developer was badgering Little <br />Canada businesses to lease from him. <br />Brueggemann reported that he has agreed not to target <br />Little Canada businesses in leasing Phases II and III, <br />and this is a stipulation of his development agreement. <br />Brueggemann stated that all his tenants pay rent from <br />day one of their lease and each and every month of <br />their lease. <br />Murray reported that in his leasing he has contacted <br />several hundred industrial tenants in the northeast <br />quadrant. <br />DeBace questioned why the taxpayers of Little Canada <br />were subsidizing this building, and stated that the <br />developer is taking tenants away from taxpaying <br />buildings. <br />Drabik indicated that a developer cannot make a <br />business move, and suggested that those businesses that <br />have moved did so because their needs have changed. <br />DeBace pointed out that many of the tenants came from <br />Ryan Industrial Park. <br />Page 11 <br />
