MINUTES PLANNING COMMISSION MARCH 14, 1991 Brueggemann stated that the rents being charged in Ryan Industrial Park are no bargain and reported that he has a new building in Vadnais Heights where the rents are less than those being charged in Ryan Industrial Park. DeBace asked how this building was financed. Brueggemann replied that it was conventionally financed. Pedersen suggested that this was not the proper forum for the concerns being raised. DeBace stated that when the taxpayers of the City are paying the bill, it is the concern of the Planning Commission. Bendel pointed out that these issues have been discussed several times before. Drabik pointed out that the City tried to attract a quality development for Country Drive. Drabik expressed concern for the condition of Ryan Industrial Park. Bob Rudy asked how long before the developer might get to his land. Brueggemann replied that that is contingent upon the economy. Phases II and III are planned for this year. Dependent upon the economy, development might reach the Rudy property by 1992. It was pointed out that the northern -most building is being planned for a large corporate tenant, and if such a tenant is located sooner, that phase would proceed sooner. The City Planner felt that the double delivery doors as outlined by the developer would be sufficient. Brueggemann stated that he would meet with the City Planner between now and the next Council meeting to work out the issues raised by the Planner. Garske recommended approval of the amendment to PUD for Kandice Heights II as proposed downsizing the building from 19,000 square feet to 13,000 square feet subject to the recommendations of the City Planner with the exception of recommendation #2 regarding loading docks.
