MINUTES PLANNING COMMISSION MARCH 14, 1991 PUD - MARK MALSAM 2825 COUNTRY DR. Brueggemann presented his proposal for Phase III. The City Planner reviewed the recommendation as contained in his report, specifically dealing with elimination of the parallel parking adjacent to a portion of the building. The Planner pointed out that there is ample parking without it. Brueggemann stated that there have been some parking problems at the Phase I building, and he preferred to have more parking than required. It was suggested that the parallel parking not be striped initially and then the developer can determine whether or not it is needed. The Planner also pointed out the necessity for a 5 foot strip along the Gagne property. Brueggemann reported that Mr. Gagne wants to maintain the natural vegetation in the area. Brueggemann felt this concern could be addressed through an easement. Again, Brueggemann suggested that he work with the City Planner between now and the Council meeting to address his concerns. Garske recommended approval of the PUD for Kandice Heights III as well as subdivision and plan review approval subject to the recommendations of the City Planner. Motion seconded by Herkenhoff. Motion carried 7 - 0. Mr. Mark Malsam, 2825 Country Drive, appeared before the Commission and reported that he would like to sell his property. The buyer would like to convert the existing residence into office use and convert the existing garage into a sign shop. The buyer would also like to construct another building to support the sign shop business. Pedersen pointed out that this proposal does not tie into the quality of development that the City is trying to achieve on Country Drive. Malsam pointed out that the new development is coming in phases. Malsam pointed out that he has an existing structure and cannot put his life on hold waiting until the private developer gets over to his property. Malsam stated that he wants to sell his Page 13
