MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1991 <br />PUD - <br />MARK MALSAM <br />2825 <br />COUNTRY DR. <br />Brueggemann presented his proposal for Phase III. <br />The City Planner reviewed the recommendation as <br />contained in his report, specifically dealing with <br />elimination of the parallel parking adjacent to a <br />portion of the building. The Planner pointed out that <br />there is ample parking without it. <br />Brueggemann stated that there have been some parking <br />problems at the Phase I building, and he preferred to <br />have more parking than required. <br />It was suggested that the parallel parking not be <br />striped initially and then the developer can determine <br />whether or not it is needed. <br />The Planner also pointed out the necessity for a 5 foot <br />strip along the Gagne property. <br />Brueggemann reported that Mr. Gagne wants to maintain <br />the natural vegetation in the area. Brueggemann felt <br />this concern could be addressed through an easement. <br />Again, Brueggemann suggested that he work with the City <br />Planner between now and the Council meeting to address <br />his concerns. <br />Garske recommended approval of the PUD for Kandice <br />Heights III as well as subdivision and plan review <br />approval subject to the recommendations of the City <br />Planner. <br />Motion seconded by Herkenhoff. <br />Motion carried 7 - 0. <br />Mr. Mark Malsam, 2825 Country Drive, appeared before <br />the Commission and reported that he would like to sell <br />his property. The buyer would like to convert the <br />existing residence into office use and convert the <br />existing garage into a sign shop. The buyer would also <br />like to construct another building to support the sign <br />shop business. <br />Pedersen pointed out that this proposal does not tie <br />into the quality of development that the City is trying <br />to achieve on Country Drive. <br />Malsam pointed out that the new development is coming <br />in phases. Malsam pointed out that he has an existing <br />structure and cannot put his life on hold waiting until <br />the private developer gets over to his property. <br />Malsam stated that he wants to sell his <br />Page 13 <br />
