Maisam pointed out that there had been a <br />development moratorium on his property, however, this <br />was lifted and he was told that once the moratorium was <br />lifted he would be free to do something with his <br />property. Maisam pointed out that he cannot sell his <br />house as residential, and he has a buyer that is ready <br />to move. <br />DeLonais pointed out that the Economic Development <br />Committee has been looking at a certain type of <br />development for the area. DeLonais pointed out the <br />three options in the Planner's report. <br />Malsam pointed out that this property is zoned for the <br />use being proposed. <br />Garske asked if the buyer would consider another type <br />of structure. <br />Leonard Schmeig, the buyer, stated that he would not <br />demolish the existing structure to put up another one. <br />Maisam reported that he has discussed the situation <br />with Mr. Schmeig who has indicated that when Phase IV <br />is ready to go, he would be willing to sell the <br />property. Maisam pointed out the uncertainty of the <br />economy and did not want to be held up waiting for <br />Phase IV to get to him. Malsam pointed out that <br />because of the existing homes, Phase IV will be the <br />most expensive part of the project to develop. Maisam <br />indicated that the homeowners in this area have no <br />guarantees. Malsam stated that it is his property, <br />there is no moratorium, and he wants to sell the <br />property for a use that fits the zoning. <br />Drabik asked if there were certain building <br />requirements that must be met for this area. <br />The City Planner replied that the intent of the PUD was <br />to try to get development with a lot of concrete and <br />glass. <br />Drabik felt that this should be considered. Drabik <br />suggested that there are modifications that could be <br />made to the existing structure to make it fit in with <br />the Kandice Heights development. <br />Maisam disagreed with the parking and curbing <br />recommended by the City Planner pointing out that it <br />will look out -of -place in front of a <br />residential - looking structure. Maisam also pointed out <br />that more improvements will add to the cost of the <br />property, making it more expensive to be bought out for <br />redevelopment in the future. <br />Page 14 <br />
