MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1991 <br />Pedersen stated that the proposed development does not <br />tie into the big picture. <br />Malsam stated that he wants to sell his property, and <br />pointed out that the City is not willing to acquire the <br />property and hold it for redevelopment. <br />Bob Rudy pointed out that it could be 2 years, 4 years, <br />or forever before redevelopment occurs. Rudy pointed <br />out that the City has not been willing to put the <br />property package together and the property owners in <br />the area have been sitting in limbo for two years now. <br />Rudy agreed that the City Council had indicated that <br />when the moratorium is lifted, the property owners <br />would be free to sell their property. The property <br />owners are aware that Codes and Ordinances must be met. <br />The City Planner stated that he has no problem with the <br />actual use proposed. <br />Rudy pointed out that the Country Drive residents have <br />been hit with a large assessment for improvement of the <br />street. Rudy again pointed out that it could be <br />several years before the remaining phases are <br />developed. <br />Drabik felt that it was possible to make the proposal <br />look a little more like the Kandice Heights <br />development. Drabik felt that the way it is proposed, <br />it does not fit into the area. <br />Malsam pointed out that the property is zoned B -3, and <br />pointed out that redevelopment of his property by LEB <br />Development is not even on the drawing board at this <br />point. <br />Pedersen asked what the standards were for B -3 <br />development. <br />The Planner pointed out the site plan prepared by Steve <br />Grittman in the packet addressed the B -3 requirements <br />regarding parking and curbing. The Planner reported <br />that this site will be subject to the same parking, <br />curbing and paving requirements as the Kandice Heights <br />development. The Building Inspector would get involved <br />in making sure that the buildings meet the City's Code <br />requirements for the type of use being proposed. <br />Malsam pointed out that he is paying commercial taxes, <br />and he disagrees with the continued use of the property <br />as residential. <br />Page 15 <br />
