MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1991 <br />Garske pointed out that the Commission must take the <br />position that whatever is approved for the site could <br />remain forever and the City could end up with the same <br />use on the remaining property to the south. <br />Drabik stated that she has no problem with the use, but <br />rather the face of the structure. <br />Pedersen stated that the building will always look like <br />a house being used for a commercial purpose. <br />Malsam pointed out that any modifications that may be <br />required will only increase the cost of the property <br />limiting the possibility of redevelopment in the <br />future. <br />Keis stated that he could sympathize with Mr. Malsam, <br />however, pointed out that logically the Commission must <br />consider the effects of this proposal on the properties <br />to the south. Keis pointed out that if a new building <br />is constructed as being proposed, that may increase the <br />property value enough to make redevelopment cost <br />prohibitive. <br />DeLonais suggested that perhaps the proposal should be <br />referred to the Economic Development Committee for a <br />recommendation. <br />Garske felt the matter should go to the Council and <br />suggested that perhaps it was time that the Council <br />address the situation of the homeowners on Country <br />Drive. <br />Bendel agreed and suggested that the Council may either <br />have to approve the proposal or buy the homeowners out. <br />Malsam suggested that rather that require parking in <br />the front of the building, the money be used to make <br />some exterior improvements. <br />Pedersen stated that he could not support the proposal <br />since in terms of overall development for the area, the <br />use was not a good one. Pedersen did not believe the <br />Council would support the proposal, and, if not, felt <br />the Council should deal with the homeowners on the <br />entire issue. <br />Drabik pointed out that the property was zoned PUD so <br />that the City could have control over how the property <br />will develop. <br />DeLonais asked if there are any agreements on the books <br />Page 16 <br />
