MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 14, 1991 <br />LIGHT RAIL <br />TRANSIT <br />Garske asked if there was any reason not to approve the <br />vacation. <br />The Planner replied that he could think of none and <br />pointed out the City Engineer's report indicating no <br />problems with the vacation from his perspective. <br />Garske recommended approval of the vacation of that <br />portion of the Woodlynn Avenue right -of -way necessary <br />to resolve the Kath Bros. fuel tank encroachment <br />problem. <br />Motion seconded by Keis. <br />Motion carried 6 - 0. <br />DeLonais reported that there was a meeting of the Light <br />Rail Transit Task Force on February at which various <br />routes were discussed. DeLonais again reviewed the <br />routes being considered and reported that a final <br />recommendation will be made at the March 4th meeting of <br />the Task Force. <br />Garske noted that the Citizens' League has taken the <br />position that light rail transit is not financially <br />feasible. <br />DeLonais pointed out that the development of the LRT <br />system in this area is not proposed for another 10 to <br />20 years. DeLonais also pointed out that building <br />additional highways is not going to be the answer to <br />future traffic congestion. <br />The Planner pointed out that many studies indicate that <br />LRT will not pay for itself. The Planner indicated, <br />however, that no mass transit system pays for itself. <br />The Planner felt the biggest problem with LRT at this <br />time is that no one knows who will control it. Both <br />the Regional Transit Board and individual counties want <br />the control. <br />ALLEYWAYS DeLonais pointed out that at the December 26th Council <br />meeting the Council was informed that the Planning <br />Commission had indicated that it wanted to vacate all <br />alleyways in the City.
