MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 14, 1991 <br />to state for the record that this is not the position <br />of the Planning Commission. The rest of the Commission <br />members agreed. <br />GRIEMAN DeLonais reported that Tuesday morning there was a <br />PROPERTY meeting of the Economic Development Committee to <br />discuss the proposed development of the Grieman <br />property by the Bachmeier Corporation. The Committee <br />has recommended that the Council proceed with the <br />necessary approvals for that development. <br />DeLonais reported that the developer is requesting Tax <br />Increment Financing assistance for the project. <br />DeLonais explained that the proposal is for the "Pay As <br />You Go" method of TIF assistance which will minimize <br />the risk to the City. $600,000 in assistance is being <br />requested for the first phase of the project. There <br />are a total of five phases planned and a total of $1.5 <br />million in TIF assistance being requested. The <br />development being proposed is valued at $15,600,000. <br />DeLonais pointed out that the City initially looked at <br />a residential development for the site which would <br />generate approximately $145,000 in property taxes. <br />Then EMC Corporation proposed a development that would <br />generate approximately $200,000 in property taxes. The <br />Bachmeier project is proposed to generate $460,000 in <br />property taxes when fully developed. <br />The Commission discussed access to the area, and it was <br />noted that the County is planning to upgrade County <br />Road B near the Rice Street intersection during 1991. <br />COSTA <br />ESTATES <br />The Commission noted that walkway paths have been <br />eliminated from the Costa Estates plat. <br />The Commission discussed this issue at some length and <br />concern was expressed about the City's policy for <br />requiring walking paths in developments that are <br />adjacent to park property. Drabik felt that developers <br />should be aware of the policy up -front so that there is <br />no confusion and the design of the plat can include the <br />pathways right from the beginning. <br />The Planner pointed out that the Costa Estates plat <br />went through several revisions. Initial proposals <br />provided for some neighborhood circulation, therefore, <br />the pathways were not an issue in the beginning. <br />However, as the final design developed, the pathway did <br />become an issue. <br />Page 3 <br />
