MINUTES Parks & Recreation Commission February 7, 2006 Mans recorarnended accepting cash in lieu of land for the park charge orz the Paisley property located at 3078 Payrze Avenue. Motion seconded by Gray. Motion carried 6 - 0. The Commission expressed concern that the cash option of the park charge is much less than the land value. They felt that the City's park charge ordinance should be compared to what other cities charge and then increased if appropriate. The Director stated that be has already been researching this matter and has found that many cities are requesting more money than what Little Canada has been charging. The Commission formally requested that the City revisit this fee. PROGRAM The Commission was given a list of the proposed program fees for 2006 in their agenda packet. FEES Sackett Glaser asked what drives program fees. The Director stated that paying officials, facility rental, and equipment drives cost. The Director commented that the Little Canada Recreation Association (LCRA) has been supplementing 20% of the fees for youth activities. He indicated that they have a night at the bingo hall now where they will be earning money to help pay for large ticket items for the youth such as playgrounds, etc. The Director stated that adult softball fees are an average of what other cities charge so our fees fall into the middle. Sackett Glaser felt that we could possibly charge more since our complex is so nice compared to others. The Director expressed concern in doing so due to the fact that the leagues have not been full. The Friday night league had to be cancelled last year due to lack of registrations. Additionally, some of the other leagues offer more games than we do. He commented that adult softball is a good money generator and he would review this matter again next year. Sackett Glaser asked why the fees for the lower shelter were the same on all days of the week. The Director stated that the lower shelter does not see a lot of use any day of the week. Typically, people use the lower shelter without obtaining a permit. The upper shelter receives the most rentals. The Director indicated that he would consider offering''/z day rentals at the upper shelter where two different parties could rent the shelter on the same day if it seemed warranted. Boss recommended approving the proposed parks and recreation program: fees for 2006 as submitted. Motion seconded by Steinert. Motiozz carried 6 - 0. NADEAU PK.
