MINUTES <br />CITY COUNCIL <br />JULY 24, 2013 <br />Blesener expressed concern with the number of vehicles on the property, <br />and questioned whether an IUP should be issued to lease to an off -site <br />tenant. He suggested that perhaps this outdoor storage space should be <br />used by building tenants. Blesener reported that he visited the site and <br />found it difficult to drive through given the number of vehicles and the <br />double - parking of these vehicles. <br />Dustin Schaf, representing John Krebsbach, indicated that if the site were <br />better organized this would resolve Blesener's concerns. Blesener <br />suggested that action on this matter be tabled pending submittal of a plan <br />showing how the site could be organized to accommodate all the vehicles <br />as well as the IUP storage area. There was discussion relative to the <br />number of vehicles on the site fluctuating with Schaf pointing out that it is <br />not always as congested as was currently observed. The Council agreed <br />with the Mayor's comments and indicated support for tabling action on <br />this matter. The City Administrator stated that staff could work with the <br />property owner on a site plan that showed more organization of the site. <br />The City Planner could then review and comment on this plan. <br />Roger Lillemoen, property owner in Ryan Industrial Park, asked what <br />would be allowed to be parked in the front of the building. The City <br />Planner reported that the required parking in the front of the building is <br />allocated for the parking of employee and customer vehicles. He indicated <br />that this parking could also be used for the parking of licensed and <br />operable vehicles that are waiting for service (on a short term basis). The <br />required parking cannot be used for outdoor storage. The City <br />Administrator noted that the customer vehicles for the auto repair business <br />in this building can be parked in the short term in the required parking <br />spaces provided that these vehicles are licensed and operable. <br />Blesener indicated that it appears that about 2 /3rds of the required parking <br />is being taken up by the auto repair business in this building. Blesener <br />suggested that based on the activity at this site, he was not convinced that <br />there was room to rent outdoor storage space to an off -site tenant. <br />Blesener noted that there have been times that he visited this site where <br />drive aisles have been blocked. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -7 -130 — CONTINUING THE PUBLIC <br />HEARING AND TABLING ACTION ON CONDITIONAL USE <br />PERMIT FOR OUTDOOR STORAGE AND INTERIM USE PERMIT <br />ALLOWING OUTDOOR STORAGE FOR OFF -SITE TENANT AT <br />3177 SPRUCE STREET, JOHN KREBSBACH, UNTIL THE AUGUST <br />14, 2013 MEETING WITH DIRECTION TO THE APPLICANT TO <br />4 <br />
