MINUTES <br />CITY COUNCIL <br />JULY 24, 2013 <br />McGraw pointed out the discussion at the Planning Commission that the <br />tarp structure was being used to store a truck with salt /sand in the truck <br />bed to keep this out of the elements. McGraw noted that the truck was too <br />large to fit in the tarp structure. <br />Lillemoen indicated that the City issued a fence permit a few years ago to <br />fence in the area where outdoor storage is being requested this evening. <br />Therefore, he assumed that outdoor storage would be allowed in this area. <br />Lillemoen asked if the tarp structure would be allowed if it were located <br />further back on the property. He noted that down the road from his <br />property another property owner has a tarp structure on his lot. Blesener <br />reported that Lillemoen will have to work with City staff on the issue of <br />the tarp structure. He also asked Lillemoen about loads of dirt that have <br />been dumped in the front of the property. Lillemoen reported that he <br />agrees the dirt should not be where it was dumped and reported that he is <br />working with his tenants on getting the dirt moved. <br />The City Administrator clarified that the required parking area in front of <br />the building cannot be used for outdoor storage. While vehicles that are <br />licensed and operable and waiting for repairs could be parked in the <br />required parking on a short term basis, trucks and trailers cannot he stored <br />in required parking areas overnight. <br />With regard to the tarp structure, Lillemoen again asked if he could move <br />it further into the site. Montour noted that he would have to discuss with <br />staff whether or not the structure was allowed in any location. If not, and <br />Lillemoen wanted to pursue keeping the tarp structure, a Variance would <br />have to be applied for. The City Administrator indicated that the tarp <br />structure likely is not allowed at all noting that it exceeds the height of the <br />screening. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Boss, seconded by McGraw, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -7 -131— APPROVING THE VARIANCE TO <br />ALLOW OUTDOOR STORAGE WITHINA SIDEYARD ABUTTING <br />PUBLIC STREET FOR 180 RYAN DRIVE, ROGER LILLEMOEN, <br />BASED ON THE FINDINGS OF FACT TO SUPPORT THE <br />VARIANCE AS OUTLINED IN THE CITY PLANNER'S REPORT <br />DATED JULY 5, 2013 <br />6 <br />
