MINUTES <br />PLANNING COMMISSION <br />MARCH 12, 1992 <br />recommended approval of the Planned Unit Development to <br />process development proposal for 65,000 square foot <br />manufacturing facility as proposed by St. Jude Medical <br />subject to the recommendations of the City Planner as <br />contained in his report dated March 9, 1992 with the <br />exception of the recommendation for connection of the <br />parking lots. <br />Motion seconded by Keis. <br />Motion carried 7 - 0. <br />CONDITIONAL Mr. Joseph Eich appeared before the Commission on his <br />USE PERMIT application for Conditional Use Permit to allow the <br />3150 SPRUCE operation of a used car sales office at 3150 Spruce <br />Street. <br />DeLonais pointed out the need to improve the parking <br />lot at 3150 Spruce Street. DeLonais reported that he <br />visited the site last Sunday and there were a lot of <br />cars parked within the fenced -in area. DeLonais <br />reported that the City would like to see the area <br />looking good. <br />Eich explained the nature of his business which <br />involves buying vehicles from dealerships and <br />wholesaling them to other dealers. Eich reported that <br />he would not have a sign advertising his business, and <br />will have no junk vehicles on the premises. <br />Keis reported that he visited the site and there were <br />about 20 cars there. Keis asked the average number of <br />cars that would be at the site and the turn - around time <br />for these vehicles. <br />Eich reported that at the end of January he had only 5 <br />cars on the site. He has a 1954 Chevrolet and his <br />daughter's vehicle which he stored at the site over the <br />winder. Eich reported that he does not wish to have <br />the vehicles he wholesales for over a month or two at <br />the most. Some of his cars are not delivered to the <br />site, but shipped directly to customers. Eich reported <br />that there would be very little traffic to the <br />business, and anticipated only one customer at any <br />given time. Eich reported that he, his wife and a <br />friend operate the business. There is no repair of <br />vehicles at the site. <br />Garske asked about the need for a Conditional Use <br />Permit. <br />The City Planner replied that the Conditional Use <br />Permit is needed for the retail portion of the <br />business. <br />Page 8 <br />
