MINUTES <br />PLANNING COMMISSION <br />MARCH 12, 1992 <br />Garske asked if the CUP is approved and Mr. Eich moves <br />out, if a similar operation could move in. <br />The City Planner replied that this would be allowed as <br />long as the business was exactly what Mr. Eich is <br />doing. The Planner pointed out that body shops are a <br />permitted use in the Industrial District. <br />Drabik asked if the City could limit the number of <br />vehicles allowed. <br />The City Planner replied that his concern is that the <br />area does not become a junk car storage area. The City <br />does not want to be faced with a business that needs <br />constant policing. The Planner pointed out, however, <br />that 3150 Spruce Street actually looks better than most <br />businesses in the area. <br />Clete Bussie, owner of 3150 Spruce Street, reported <br />that cars would be parked within the fenced area. <br />There are no slats in the fence due to vandalism <br />concerns. Bussie reported that he would not allow Mr. <br />Eich to store junk on the premises. <br />The City Planner asked the typical turn - around time for <br />a vehicle. <br />Eich reported that typical turn - around time is two <br />weeks, due to the processing of titles by the State <br />Highway Department. <br />Drabik asked if conditions could be placed on the <br />permit. <br />Eich stated that he would be agreeable to conditions. <br />The City Planner suggested a condition that there be no <br />junk vehicles on the premises otherwise such storage <br />would be considered a violation of the CUP and basis <br />for revocation. The Planner pointed out that junk <br />vehicles would be either inoperable or unlicensed <br />vehicles. <br />Eich pointed out that some vehicles he purchases may be <br />unlicensed since they could have been in storage for <br />some time. <br />Drabik stated that she is worried about the policing <br />aspect. <br />Council Member LaValle reported that 3150 Spruce is a <br />clean property as operated by Mr. Bussie, and suggested <br />that if there is a problem with Mr. Eich's business, <br />Page 9 <br />
