MINUTES <br />PLANNING COMMISSION <br />MARCH 12, 1992 <br />Mr. Bussie would address it before the City even became <br />aware of it. <br />Mr. Herkenhoff recommended approval of the Conditional <br />Use Permit to allow the operation of a used car sales <br />office at 3150 Spruce Street as requested by Mr. Joseph <br />Eich subject to the recommendations of the City Planner <br />as contained in his report dated March 9, 1992, and <br />subject to the condition that there be no storage of <br />junk vehicles on the premises. <br />Motion seconded by Garske. <br />Motion carried 7 - 0. <br />CONDITIONAL Mary Ann O'Kane appeared before the Commission <br />USE PERMIT requesting approval of a Conditional Use Permit to <br />MARKET PLACE allow the operation of a bingo hall at the Market Place <br />Shopping Center at 2900 Rice Street. O'Kane reported <br />that the Market Place is requesting the CUP in the <br />event that a bingo hall permit becomes available in the <br />City. The Market Place realizes that there is only one <br />such permit available. However, tenants of the <br />existing bingo hall have approached the Market Place to <br />discuss the possibility. O'Kane reported that the <br />Market Place realizes that the City is definitely <br />committed to only one bingo hall. <br />O'Kane pointed out recent publicity that two of the <br />organizations leasing space at the Little Canada Bingo <br />Hall at 2940 Rice Street have paid $23,000 in excess <br />rents payments to the landlord. O'Kane reported that <br />the Market Place would stay within the rents allowed by <br />the State Gambling Control Board. <br />O'Kane felt that a bingo hall at the Market Place would <br />help their depressed property, and would bring in a lot <br />more traffic to the shopping center. O'Kane also <br />reported that the Market Place is presently parking a <br />lot of the cars of patrons using the Little Canada <br />Bingo Hall since that property does not have adequate <br />parking area. <br />DeLonais pointed out the Planner's concern about the <br />front entrance that would be used for a bingo hall at <br />the Market Place. <br />The Planner stated that it was a mall operational and <br />security issue. The Planner pointed out that there is <br />an exclusive access at the back of the mall. However, <br />customers would be parking in the front and would have <br />to have access from the front of the building. <br />Page 10 <br />
