MINUTES <br />PLANNING COMMISSION <br />MARCH 12, 1992 <br />a resident, she did not want to see two bingo halls in <br />the City. <br />Tom Short, representing Movers Warehouse, stated that <br />it was his opinion that the bingo hall license held by <br />Movers Warehouse was not in jeopardy at either the City <br />or State level. <br />O'Kane replied that they have not said the license was <br />in jeopardy, but are seeking the CUP in the event that <br />the license becomes available. <br />Bill Bruce reported that the parking lot of the present <br />bingo hall site is fairly small and there is only one <br />access point into that site. Bruce felt that the <br />Market Place site was more conducive from a public <br />safety standpoint. <br />Short reported that in working with the City in the <br />mid- 1980's on the site plan for the bingo hall, Movers <br />Warehouse suggested more than one entrance into the <br />site. At that time both the City Planner and City <br />Council said that in order to control traffic at the <br />site, only one entrance was to be allowed. Short <br />reported that there is room for another entrance on the <br />north side of the building. <br />O'Kane recalled that at the time there was discussion <br />about some sheds on the site that needed to be removed <br />to provide for more parking. <br />Short replied that the site has about 3 1/2 times the <br />required parking. There is 1 1/4 acres in reserve for <br />additional parking if the existing lot is filled. <br />The City Planner added that at the time the City felt <br />it would be easier to control traffic with only one <br />access point. <br />O'Kane pointed out that there is another access into <br />the Market Place back parking lot. Use of this area by <br />customers of the bingo hall has become a traffic hazard <br />since there are blind corners. O'Kane reported that <br />there have been accidents in this area and it is a <br />dangerous situation. O'Kane reported that bingo <br />patrons use the Market Place parking lot all the time. <br />LaValle reported that in 1986 when the issue of the <br />bingo hall was being considered, the Market Place <br />submitted a petition opposing the bingo hall. <br />O'Kane replied that the petition was against the use of <br />the Market Place parking lot by the bingo hall.
