The provisions of Section 921.010.0 of this Ordinance are <br />considered and satisfactorily met. <br />Issues to consider with the location include: <br />o External access <br />o Parking <br />o Parking of buses <br />o Loading and unloading of buses <br />The applicant (Market Place Shopping Center) indicates that the <br />most appropriate space would be suite #320 which is the old <br />Duebers location which is approximately 10,300 square feet. As <br />can be seen from the site plan (Exhibit B), the main access to <br />this location is via the mall corridor. There is one exclusive <br />rear exit which appears to have access to the office or back room <br />area. Technically, this site could be made to conform to the <br />first condition for bingo stated above. Since the bingo hall <br />will most likely be open past the mall's operating hours, the <br />problem of security for the rest of the mall becomes an issue <br />since bingo patrons would be entering the mall wile the remainder <br />of the shops are closed. If this site is to be considered, the <br />mall operator or bingo tenant must provide plans or strategies <br />acceptable to the City to police the mall and restrict bingo <br />patrons to the actual site only. <br />Parking would be provided by the existing parking lot. Currently <br />there are 710 parking spaces available to the mall, excluding <br />Rainbow Foods which has parking adjacent to its location. <br />Current parking is more than double what would be required by <br />ordinance for a mall this size. Dividing spaces by square feet, <br />the proposed Suite 320 would be allotted approximately 114 spaces <br />based on a bingo operation. No specifics have been given on the <br />capacity of the proposed space, so for comparison to complete <br />parking demand, capacity numbers from the existing Little Canada <br />Charity Bingo site will be used. From a NAC planning report <br />dated 1986, capacity was stated as 450 patrons. A parking ratio <br />of two per car yield 235 spaces required. Using this figure to <br />compare the current request suggests the bingo use would require <br />twice the number of spaces allotted to it. Taking into account <br />the mall provides 300 spaces more than required, the mall's <br />existing parking appears capable of accommodating the parking <br />demand of a bingo hall. Parking demand might possibly be reduced <br />with patrons arriving by bus. <br />Since it is reasonable to expect a certain amount of bus traffic <br />to deliver customers, the site plan must address where the buses <br />will park so as to not interfere with parking for other patrons <br />to the mall. <br />2 <br />Page 52 <br />
