MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 1992 <br />Keis asked about the potential to have 25 loaner <br />vehicles at the business. <br />O'Connell reported that he currently has 7 loaner <br />vehicles, and hopes to have 10 by the end of the year. <br />After that point the number of loaner vehicles would <br />increase as the demand increases. O'Connell stated <br />that if he could afford 20 to 30 loaner vehicles and <br />could efficiently organize the program, he would. <br />O'Connell estimated that he was 2 to 4 years away from <br />having 15 vehicles, however. <br />Keis stated that his concern was that there may not be <br />enough on -site parking, and these vehicles would end up <br />parked on the street. <br />O'Connell stated that if the City wanted to set a limit <br />on the number of loaner vehicles he could have, that <br />would be acceptable to him. O'Connell pointed out that <br />he has a large open area in the back of his building <br />and estimated that he could park 80 cars in this area. <br />Herkenhoff pointed out that the MN Dealers License will <br />give O'Connell the ability to buy and sell vehicles. <br />However, with a CUP, the City has the authority to set <br />limitations. Herkenhoff stated that the applicant is <br />applying for loaner and courtesy cars, and suggested <br />that this be stipulated on the CUP in addition to a <br />limit on the maximum number of cars that O'Connell <br />could have. <br />DeBace again stated that his only concern was that this <br />not become a used car lot. DeBace agreed that <br />O'Connell has made a lot of improvements to his <br />property, and felt that the key was that O'Connell do <br />what he has said he will do. <br />Herkenhoff recommended approval of the Conditional Use <br />Permit for MN Auto Dealers License in order to buy and <br />trade -in vehicles in conjunction with a courtesy and <br />loaner vehicle program as requested by Dennis <br />O'Connell, Suburban Auto Body, 2989 Country Drive, <br />subject to a maximum of 15 courtesy and loaner vehicles <br />and indicating the intention of the Commission that <br />this property not become a used car sales lot. <br />Motion seconded by Carson. <br />Motion carried 7 - 0. <br />Page 7 <br />
