MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 1992 <br />FINAL PUD Mr. Bob Burow, architect representing St. Jude Medical, <br />ST. JUDE appeared before the Commission requesting final <br />MEDICAL approval of a Planned Unit Development for a 65,000 <br />square foot high -tech manufacturing facility at 177 <br />East County Road B. Burow described the site involved, <br />as well as the proposed internal road system and <br />parking configuration which consists of 328 parking <br />spaces. The facility would have three loading docks, <br />one on the west side of the building and two on the <br />north. A second phase of 30,000 square feet is planned <br />as a future expansion. <br />Burow reported that the site would have 2.93 acres in <br />wetland, and this has been mitigated with the <br />Watershed. Phase I would cover 6% of the site. Roads <br />and parking cover 18 %, with 62% of the site left in <br />green area. Burow reported that the site has been <br />selected because it is similar to the St. Jude site to <br />the north. <br />Burow reported the vegetation on the site and the <br />intent to preserve as many trees as possible. Burow <br />reported that there are some lesser quality trees in <br />the area where the building is proposed to be located, <br />and these would be removed. Burow presented a <br />landscape plan for the site, and described the intent <br />to maintain the trees along the ridge of the property. <br />It is thought that a retaining wall on the east and <br />north of the ridge will be necessary. This retaining <br />wall will be a keystone system, step -wall similar to <br />that at the Lillehei site. <br />Herkenhoff asked about elevations. <br />Burow reported that the existing pond is at a 877 <br />elevation, and the floor of the building is proposed at <br />a 903 elevation. Burow reported that there will be <br />retainage in the pond to the 880 to 882 elevation. <br />Parking lots and hard - surfaced areas will drain into <br />the wetland area, and Burow reported that the wetland <br />will be sized to provide for the 100 year rain. <br />Carson asked if elevations will be cut down in the area <br />where the building is proposed. <br />Burow replied that there is a natural bowl area where <br />the building will be located. Soil tests have been <br />done, and on one corner of the building there is some <br />need to cut and refill. There will be some cutting for <br />the road and parking lots as well. The materials that <br />would be cut consist of black dirt, which will be <br />replaced with granular materials. <br />Page 8 <br />
