worked on and completed, it is recommended that the perimeter of <br />the lot be landscaped so as to create a screen from the street in <br />accordance with the Zoning Ordinance. A landscaping plan shall <br />be required to be submitted to the City addressing the screen <br />with location, type and size of plantings. <br />Access. Access to the site is currently only - defined by grassy <br />areas which provide three access points on Little Canada Road and <br />two on Rice Street. The applicant is proposing to close two <br />access points on Little Canada Road and the southerly -most access <br />on Rice Street. These are significant improvements which will <br />vastly improve the visual and safety aspects of the site. After <br />improvements, the site will be accessed via the easterly -most <br />access on Little Canada Road and the northerly access on Rice <br />Street. The site plan shows one curb island separating one <br />access to the repair shop and property to the north. Our office <br />recommends that this island be removed resulting in one shared <br />access which is consistent with the Comprehensive Plan. Once <br />access will be less confusing to motorists and should provide <br />safer ingress and egress. <br />Outside Storage. It appears that some storage of vehicles will <br />occur on site which consists of cars waiting to be worked on and <br />cars completed waiting to be picked up. Our office recommends <br />that the Commission establish reasonable time periods for storage <br />of vehicles to avoid long term storage of vehicles. Suggested <br />guidelines include allowing cars to be parked approximately two <br />days without being worked on or picked up before the cars would <br />be considered in long term storage and be subject to violation of <br />the Zoning Ordinance. By establishing time limits for cars, the <br />City will avoid having inoperable cars stored on site for long <br />periods and avoid junk car nuisance problems. <br />Phases of Construction. Phase I consists of a treated wood solid <br />eight foot high screen to be erected on the east side of the <br />building to conceal the trash receptacle and any storage. The <br />screen wall appears to be built along half the length of the <br />building and the trash storage area is ten feet deep. The <br />screened wall conforms to all performance standards and should be <br />of sufficient size to accommodate its intended function. <br />Phase II consists of the filling of the access points. Since <br />this is an important improvement to the site and integral to the <br />parking lot improvements and landscaping, it is recommended that <br />this phase be completed as part of the initial improvements and <br />as soon as the construction season will allow. <br />Phase III consists of the expansion of the existing building and <br />new exterior treatments. The expansion will increase the number <br />of service bays by six. The building will be expanded to the <br />south and east. As the building is proposed, the east wall will <br />encroach into the required 20 foot rear yard setback if covered. <br />3 <br />Page. 57 <br />
