MINUTES <br />CITY COUNCIL <br />APRIL 16, 1992 <br />Sanders reported that while the recommendation is to <br />retain a 10 foot trail easement, the width of the trail <br />itself has not been determined. <br />Fasciana confirmed that all the Commissioners visiting <br />the site felt that a 10 foot trail easement should be <br />retained down the middle of the 20 foot <br />drainage /utility easement. <br />Fitzgerald pointed out that this recommendation would <br />provide the adjacent property owner, Jim Zietlow, with <br />5 additional feet of usable land area. Fitzgerald also <br />pointed out that the recommendation would leave 5 feet <br />of property on the west side of the trail easement. <br />Fitzgerald asked if there was any advantage to moving <br />the walkway easement to the west 5 feet. <br />Sanders pointed out that the recommendation was for the <br />trail easement to run down the middle of the <br />drainage /utility easement. It was not recommended that <br />the easement be moved further west because the grades <br />in that area are more difficult to work with. Sanders <br />also pointed out that Mr. Zietlow is still the owner of <br />this property, and would have some limited use of it. <br />Sherman asked about the width of the trail that would <br />be developed within this easement. <br />Sanders replied that there was discussion about a 6 <br />foot wide trail. Sanders stated that he did not see <br />the necessity for an 8 foot wide trail in this area. <br />Bruce stated that he would like to see a 6 foot wide <br />trail in this particular area feeling that an 8 foot <br />wide trail would have the appearance of a driveway. <br />Morelan pointed out that the width of the trail surface <br />is an issue that can be decided at a later date. <br />Fasciana felt if an 8 foot width is decided upon, then <br />the City should retain a 12 foot wide trail easement so <br />there is room to mow along the easement on either side <br />of the trail. <br />Sanders was not sure that the City did the mowing of <br />easement areas, pointing out that the property owner <br />still owns the property and may be responsible for <br />mowing. <br />Page 2 <br />Page 18 <br />
