MINUTES <br />PLANNING COMMISSION <br />JULY 9, 1992 <br />developer's engineer, and the plan is being redrafted <br />to correct this deficiency. <br />The City Planner reported that the new developer, <br />Heritage Development of MN, is asking for preliminary <br />and final plat approval in one process. The plat is <br />being designed to meet the same conditions that were <br />required of the previous developer. The Planner <br />reported that the subdivision ordinance does allow for <br />preliminary and final platting as one step. <br />Pedersen asked if the access issue to the east has been <br />resolved. <br />Mr. Fasciana reported that he has been working with the <br />developer on this issue. <br />Keis reported that he recalled that last year there was <br />discussion about the back of the proposed lots to the <br />north and berms and screening. <br />The City Planner reported that the houses to the north <br />are being proposed as walk -outs. The Planner agreed <br />that last year there was discussion about screening, <br />however, this was not made a condition of approval. <br />The Planner pointed out that there is no physical way <br />to screen the houses on the north from the industrial <br />park because of the way the land falls away at that <br />point. The Planner pointed out that the new houses <br />that will be constructed will provide screening for the <br />existing homes in the area. <br />Keis stated that he thought there was discussion about <br />screening with a berm and trees. <br />The City Planner reported that there is no way to grade <br />the plat to provide for a berm. The Planner noted that <br />a lot of those discussions last year occurred without <br />benefit of a grading plan. The City Planner reported <br />that the grading plan submitted by the previous <br />developer was unacceptable. <br />Keis asked if there is a berm existing in the area now. <br />The City Planner reported that there is a high spot <br />which will need to be removed. The Planner pointed out <br />that the northern property line is approximately 10 to <br />12 feet lower than the southern property line. <br />Therefore, it would be impossible to screen the <br />development from the industrial park. <br />Keis asked if a City ordinance existed which required <br />screening. <br />Page 5 <br />
