MINUTES • <br />PLANNING COMMISSION <br />JULY 9, 1992 <br />PRELIMINARY <br />& FINAL <br />PLAT <br />YORKTON <br />RIDGE WEST <br />Motion seconded by Drabik. <br />Motion carried 6 - 0. <br />There was no one present representing Rice Street Bike <br />in this application for CUP for outdoor sales and <br />displays. <br />The City Planner recommended that action on the Rice <br />Street Bike application be tabled pending receipt of a <br />satisfactory site plan. The Planner indicated that the <br />site plan submitted was inadequate. <br />Pedersen recommended that the Rice Street Bike <br />application for Conditional Use Permit for outdoor <br />sales and displays be tabled pending receipt of a <br />satisfactory site plan. <br />Motion seconded by Carson. <br />Motion carried 6 - 0. <br />The City Planner reported that last year a <br />preliminary plat was approved for the Yorkton Ridge <br />West plat. Approval was conditioned upon the <br />developer making a cash escrow deposit with the City <br />to cover the cost of a future connection from the end <br />of the cul -de -sac within the plat to the industrial <br />property to the north. Another condition of the <br />preliminary plat approval was resolution of the access <br />issue on the east end of the property. The park charge <br />due from this development was an issue last year, and <br />the matter will be presented to the Park Commission at <br />their July 16th meeting. <br />The City Planner reported that another concern was <br />grading and where run -off would go. The previous <br />developer had submitted a grading plan which indicated <br />that run -off would flow north and into a ponding area. <br />This does not appear to be adequate, and the Planner <br />reported that he has notified the new developer's <br />engineer that a storm sewer needs to be designed to <br />capture run -off and take it to the pond either through <br />a ditch system or storm sewer. The engineer has <br />indicated that a storm sewer system will likely be <br />designed. <br />The Planner pointed out that the plat being considered <br />this evening has not changed from that which was <br />considered a year ago. It was noted that one of the <br />lots is undersized. This has been pointed out to the <br />Page 4 <br />
