MINUTES <br />PLANNING COMMISSION <br />JULY 9, 1992 <br />Postma pointed out that it is very difficult to get <br />loans for projects, and any unnecessary burdens would <br />make the project economically unfeasible. <br />The City Planner felt it best to have the City address <br />the noise problem. The Planner pointed out, however, <br />that the noise problem coming from the industrial park <br />was not this developer's problem since he is not making <br />the noise. The Planner felt that the question is <br />whether this development is the best that the City can <br />expect for this property. The Planner felt it was. <br />The Planner felt that if there was a legitimate reason <br />for delaying the project because the City will get some <br />information it does not have, then the project should <br />be delayed. However, if the City has all the <br />information it needs, the project should proceed. The <br />Planner stated that he believed the project should <br />proceed, and that nothing would be gained by delaying <br />it. The Planner felt that the City should talk to St. <br />Jude's about the noise and lighting problems. The <br />Planner pointed out that the City is currently working <br />with St. Jude's on another project, and this may be a <br />good time to address the concerns raised this evening. <br />Carrier also pointed out that there is lighting coming <br />from Thunder Bay Plaza that shines at the residential <br />properties. <br />Keis reported that City staff will check on these <br />matters and determine if the properties are in <br />conformance with the City's ordinances. <br />Bob Carrier stated that in 1978 the City indicated that <br />development of the property in question would occur <br />with staggered lot lines. Carrier indicated that there <br />are very few areas in Little Canada where lot lines are <br />not staggered. Carrier stated that the City is always <br />making promises, but they are never kept. Carrier <br />stated that the neighbors are being very cautious on <br />this proposal, because if the area is developed and the <br />homes are not sold, they were concerned about the <br />effects on their property values. <br />Herkenhoff felt the matter was a question of trust, and <br />indicated that he would be in favor of tabling the <br />matter for one month so that the developer can get <br />together with the neighbors. Herkenhoff felt that the <br />developer needed to show a good faith effort especially <br />because of what these people have been through. <br />Leo indicated that control of the noise and lights from <br />the industrial park will do nothing but enhance this <br />project. <br />Page 12 <br />
