MINUTES <br />PLANNING COMMISSION <br />JULY 9, 1992 <br />The City Planner noted that only Food N Fuel has <br />submitted a proper site plan showing where they propose <br />outdoor sales and displays to occur on their property. <br />Therefore, it was the recommendation of the City <br />Planner that the applications for Fina Serve and Rice <br />Street Bike be tabled until the August Planning <br />Commission meeting. <br />The Planner noted that these applications are for <br />permanent outdoor sales and displays. The City does <br />allow by ordinance temporary outdoor sales and displays <br />by permit, on a limited basis for such events like <br />sidewalk sales. <br />The City Planner described the site plan submitted by <br />Food N Fuel. <br />Herkenhoff was concerned that outdoor displays on the <br />sidewalk in front of the building would block access to <br />the building. The Planner was asked about the proposed <br />displays in front of the fuel pumping islands. <br />The Planner reported that there is adequate room for <br />the displays near the pumping islands without blocking <br />circulation. The Planner agreed that there is the <br />potential for blocking a sidewalk with an outdoor <br />display, but felt the site plan submitted left adequate <br />access. <br />Garske recommended approval of the Conditional Use <br />Permit for outdoor sales and displays as requested by <br />Food N Fuel subject to the recommendations of the City <br />Planner as contained in his report dated July 2, 1992 <br />and conditioned that the sidewalk at the front of the <br />building not be blocked by outdoor sales or display <br />activities. <br />Motion seconded by Drabik. <br />Motion carried 6 - 0. <br />The City Planner advised Mr. Daniel Prokosch, <br />representing Fina Serve, that the City will need a site <br />plan drawn to scale showing the Fina Serve proposal for <br />outdoor sales and displays before the Commission will <br />be able to take action on this request. <br />Pedersen recommended that the Fina Service application <br />for Conditional Use Permit for outdoor sales and <br />displays be tabled pending receipt of a satisfactory <br />site plan. <br />Page 3 <br />
