5. The proposed use can be accommodated with existing public <br />services and will not overburden the City's service capacity. <br />These are the same requirements made of the Zoning District <br />amendment. As noted in our rezoning report, we believe that these <br />criteria are met by the Presbyterian Homes proposal. <br />The Zoning Ordinance also makes several specific requirements of <br />senior housing. these are as follows: <br />1. Not more than ten (10) percent of the occupants may be persons <br />sixty (60 years of age or under (spouse of a person over sixty <br />(60) years of age or caretakers, etc.). <br />2. Except for caretaker units, occupancy shall be limited to a <br />man and wife, blood relatives, or a single man or single <br />woman. <br />3. To continue to qualify for the elderly housing classification, <br />the owner or agency shall annually file with the City Clerk <br />and the Zoning Administrator a certified copy of a monthly <br />resume of occupants of such a multiple dwelling, listing the <br />number of tenants by age and clearly identifying and setting <br />forth the relationship of all occupants sixty (60) years of <br />age or under to qualified tenants, or to the building. <br />4. There is adequate off- street parking in compliance with <br />Section 903.050 of this Ordinance. <br />5. One (1) off- street loading space in compliance with Section <br />903.060 of this Ordinance. <br />6. Parking areas are screened and landscaped from view of <br />surrounding and abutting residential districts in compliance <br />with Section 903.020, G of this Ordinance. <br />7. The site of the principal use and its related parking is <br />served by an arterial or collector street. <br />8. All signing and informational or visual communication devices <br />shall be in compliance with Section 903.110 of this Ordinance. <br />9. the principal use structure is in compliance with the <br />Minnesota State Building Code. <br />10. Elevator service is provided to each floor level. <br />11. Usable open space as defined in Section 902 of this Ordinance <br />at a minimum is equal to twenty (20) percent of the gross lot <br />area. <br />2 <br />Page 17 <br />
