12. The site of the main entrance of the principal use is within <br />four hundred (400) feet of commercial shopping development or <br />adequate provision for access to such facilities is provided. <br />Items 1, 2 and 3 are operational requirements of the project. The <br />remainder are site planning issues and are addressed below. <br />4. Parking. Senior housing is allowed a parking supply <br />equivalent to one space per dwelling unit. The site plan <br />shows 80 underground garage spaces and 30 surface spaces to <br />serve the 93 proposed units. This exceeds the requirements <br />made in the Ordinance. <br />5. Loading. No loading area is detailed on the plans, although <br />service facilities and trash handling areas are located in the <br />garage. The developer should identify a specified loading <br />area which will not conflict with parking or circulation. <br />6. Screening of Parking. The only residential district is to the <br />east across the railroad although the Garden Terrace <br />Apartments are adjacent to the north. The landscaping plan <br />shows substantial landscaping along the north and northeast <br />perimeter consisting of large shrubs and evergreen trees. We <br />believe the plan does a good job of meeting the screening <br />requirement. <br />7. Collector Street. The site is adjacent to Market Place Drive, <br />approximately 200 feet from Little Canada Road. Market Place <br />Drive serves as a minor collector for the commercial traffic <br />in the area. <br />8. Signs. No signage plans are part of this submission. The <br />regulations for this development allow one area identification <br />sign up to 24 square feet in area, eight feet in height. The <br />sign is to be of a monument style of construction. <br />9. Building Code. The Building Official will review the <br />construction of the building for Building Code compliance. <br />10. Elevator. Elevators are accessible to all levels as required. <br />11. Open Space. Total green area on the site comprises <br />approximately 65 percent of the parcel. Over a third of the <br />gross site area is behind the building, usable for active or <br />passive recreation. <br />12. Location. The property is directly adjacent to the Market <br />Place Shopping Center, well sited for a senior housing <br />development, as noted in the rezoning report. <br />3 <br />Page 18 <br />
