MINUTES <br />Parks & Recreation Commission <br />August 2, 2006 <br />negatively impacted water quality in the area. Since then, representatives ofthe Watershed <br />District have visited the site and have presented a report to the Commissioners on their findings. <br />Sanders suggested installing some rain gardens along the wetland area to provide a buffer so <br />that it is harder for sediment to reach the wetlands. The Director stated that he could talk to the <br />City Engineer about addressing the rain garden idea. The Engineer has been very active with <br />the rain gardens that have been installed along other streets in the city. There is probably some <br />potential along Demont Avenue near the west end of the wetlands. The Director stated that he <br />will have the City Engineer contact the Watershed District about the possibility of adding rain <br />gardens in this area. He'll have the Engineer report his findings at the next meeting. <br />After reading the Watershed District's report, Mans felt that the wetlands in the Nadeau Wildlife <br />Area are a low priority for the District. However, if some things could be done to help in the <br />long term, that would be beneficial. <br />Sanders recommended retaining the observation deck in the Master Plan. The plan can address <br />the fact that the neighbors did not support it. Boss felt that if the area was opened up by adding <br />an observation deck and trash cans, the other problems such as loitering would go away due to <br />higher visibility in the area. Mans agreed. The Director felt that the project still has merit for <br />the future, but with the opposition that exists today, this item should be left alone for now. <br />Boss recommended postponing the Nadeau Wildlife Area observation deck at this point, but <br />retaining it ira the Master Plan for future development. <br />Motion seconded by Davis. <br />Motion carried 5 - 0. <br />MASTER Sanders reviewed the trail projects that remain to get an idea of how the Commission felt <br />PLAN about each of them. <br />REVIEW <br />• Centerville Road from Little Canada Road to Edgerton Street -This section has always <br />been in the Master Plan. The schedule would be whenever Centerville Road is reconstructed <br />and we obtain additional right-of--way and are able to get the trail off-street. The <br />Commissioners were in favor of this connection due to Pioneer and Spooner Park accesses. <br />• South Side of County Road D from Edgerton Street to Maplewood -This would be a <br />logical connection to make with the density of housing. Mans did not feel this trail <br />connection was necessary due to the closeness of the Thunder Bay trail. The Director stated <br />that a connection is definitely needed from Edgerton Street to the Thunder Bay trail. <br />• LaBore Road from County Road D to Centerville Road -This is in the plan now. There <br />are sidewalks at Montreal Courts. <br />• County Road B2 from Edgerton to Arcade Street -This section of road gets a lot of use <br />and would present challenges for connecting. The Director felt this was an important <br />connection to keep in the Master Plan due to the people that walk around Lake Gervais. <br />Boss felt that an off-street hail is needed in this area for safety reasons due to all of the <br />pedestrian traffic. <br />Page 2 of 3 <br />
