MINUTES <br />PLANNING COMMISSION <br />MARCH 11, 1993 <br />public, and outlining those issues that come out of the <br />public meetings into a current framework. <br />DeLonais recapped for the Commissioners the extensive <br />process that was undertaken in developing the <br />Comprehensive Plan in the late 1970's. DeLonais <br />questioned the need to go through that full process <br />again, feeling that full attention needed to be given <br />to only specific areas of the City. DeLonais reported <br />that he would like to see more people on City staff <br />available who could help developers through the <br />development process. DeLonais felt that at the present <br />time only the City Administrator could fill that role. <br />The City Planner felt that City staff could better <br />handle this function if they had an up -to -date <br />comprehensive plan to work with. <br />DeLonais felt that the City needed to promote more <br />development in the City, and there should be more <br />alternatives available to developers. DeLonais <br />suggested as an example, the potential for townhome <br />development in the Country Drive area. <br />The City Planner felt that updating the comp plan would <br />explore these kinds of ideas and determine if there was <br />support for an idea such as townhome development along <br />Country Drive. The Planner reported that developers <br />want to know if there will be support for a proposal <br />before they spend a lot of money developing plans. <br />Developers do not want to plan on a speculative basis. <br />Knudsen stated that for the comp plan to be effective <br />it must be up -to -date. <br />Drabik again felt that the Planning Commission needed <br />to go through the plan, discuss their ideas, and <br />determine if there is a consensus. Drabik felt that <br />once that was done, if it is determined that a full <br />up -date is necessary, the Planning Commission could go <br />back to the 10% committee to try to obtain additional <br />funding. <br />Garske asked how far the process could go for the <br />$6,000 that has been allocated. <br />The Planner replied that his office could get through <br />the inventory and policy setting process. After that <br />point, the City could determine if just key areas would <br />be targeted, or a full up -date would be done. <br />Keis reported that there are statements in the current <br />comp plan which he does not agree with.
