MINUTES <br />PLANNING COMMISSION <br />MARCH 11, 1993 <br />that he is afraid that a cross - section of the community <br />will be necessary to determine what the feeling is for <br />certain proposals that might be made. Keis stated that <br />he would like to hear how the citizens of the community <br />feel about the redevelopment of Rice Street. <br />Drabik felt that there were things that needed to be <br />addressed in all areas of the City, for example, <br />addressing the transportation system within the City <br />and whether or not shoulders are necessary on all or <br />certain City streets. <br />DeLonais pointed out that when the first comp plan was <br />developed, the City was divided into specific <br />development areas, and the residents of those areas <br />were invited to public meetings to comment on the plan. <br />Keis felt that the City needed to do some updating of <br />the comp plan, but he was not sure to what extent. <br />Keis agreed that perhaps the first step would be to <br />look at the zoning map and identify key areas. <br />Knudsen asked if there was agreement that the current <br />comp plan was not viable as it is. <br />DeLonais felt that portions of it were still viable. <br />Knudsen felt the first question was if the City needed <br />a current plan. If the answer is yes, then the matter <br />should move from there. Knudsen agreed that the <br />Commissioners should review the current plan in detail <br />and be prepared to discuss it. <br />The Planner stated that he looks at the plan in terms <br />of how it addresses issues in the community, and does <br />it give the Council, Commission, City staff, and <br />developers direction. <br />Carson felt that a lot of the current plan is <br />boiler - plate. Carson felt that the City needed to <br />address issues such as what kinds of businesses or <br />development it would like to see along Rice Street, <br />County Road C, Little Canada Road, and Country Drive. <br />DeLonais pointed out that the majority of the property <br />along Rice Street is zoned B -3. DeLonais asked if the <br />plan would address what kind of development would be <br />allowed in B -3 zoning. <br />The Planner replied that that is a zoning issue. The <br />comp plan would address, however, issues like the <br />City's feelings about the edges of the zoning district <br />and whether there was support for expanding zoning <br />districts. <br />Page 8 <br />
