MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1993 <br />Vadnais property. Pratt stated that he did not <br />disagree with the concerns of the property owners to <br />keep the lake at the level it currently is or improve <br />it. Pratt suggested that he explore some options over <br />the next 30 days and come back to the Planning <br />Commission. Pratt reported that he would explore <br />possibilities for reducing shoreline disturbances. <br />Pratt did not believe that the townhomes should be <br />restricted to having no dock at all, but pointed out <br />that most of the buyers would be buying for the view, <br />rather than for specific use of the lake, and would <br />just as soon not have the shoreline dotted with docks <br />and boats. Pratt believed that with proper <br />restrictions, the proposal would be environmentally <br />sensitive. <br />Garske suggested to those present to keep in mind that <br />the alternative to a 26 -unit townhome development would <br />be 32 single - family lots. <br />A property owner again pointed out that the zoning in <br />Vadnais Heights is remaining R -1 while a rezoning to <br />R -2 is being requested in Little Canada. <br />DeLonais recommended that the concept review of the <br />Pratt development proposal for Mitchell Estate property <br />located within Little Canada be tabled until the June <br />10th Planning Commission meeting. <br />Motion seconded by Schletty. <br />Motion carried 6 - 0. <br />Keis asked that the City Planner determine Vadnais <br />Heights' regulations to determine why R -1 development <br />is being proposed in Vadnais Heights and R -2 in Little <br />Canada. <br />PUD Mr. Phil Franklin, Franklin Drywall, appeared before <br />2825 the Commission requesting approval of a Planned Unit <br />COUNTRY Development to allow the conversion of existing <br />DRIVE residential structure to commercial office use and <br />conversion of existing garage to storage use. Franklin <br />reported that he has been in business in Vadnais <br />Heights for the past 8 months, and prior to that his <br />business was located on West Seventh Street since 1988. <br />Franklin reported that the business has three full -time <br />employees, who would report to the office in the <br />morning and then would be out on the job all day. In <br />addition, there is an estimator and one secretary. <br />There would be no customer traffic to the office except <br />for an occasional salesperson. <br />Page 13 <br />
