This <br />site is adjacent to what was to be a phase of the Kandice Heights <br />development which has not fully materialized. Mr. Franklin would <br />like to utilize the site as is, with required improvements to meet <br />commercial building use and parking only. <br />ANALYSIS <br />The property is zoned Planned Unit Development which allows all <br />uses under the Little Canada Zoning Ordinance, subject to <br />compliance with the objectives of the PUD District and the <br />Comprehensive Plan. The Kandice Heights PUD was approved per these <br />objectives specifically as it related to site and building <br />materials improvements. Unfortunately, the Kandice Heights project <br />stalled and the remainder of the District has been unable to <br />develop quickly. <br />Last fall, the City granted approval to the owners of Precision <br />Tree for a re -use of property at the north end of the District. <br />Similar to the project envisioned in this application, the <br />Precision Tree property was a redevelopment of an existing single <br />family dwelling for use as commercial property.
