MINUTES <br />PLANNING COMMISSION <br />APRIL 8, 1993 <br />Keis pointed out that the comp planning process goes <br />back to determining what the City wants in a particular <br />area, rather than just having the Commission and <br />Council react to proposals that are brought in by <br />developers. <br />Schletty felt that the City had a liability in making <br />decisions that were not based on long -range plans. <br />DeLonais reported that there is a vacant piece of <br />property near the apartment complex behind the Venetian <br />Inn, and that Mr. Cardinal is interested in selling his <br />property. <br />Carson reported that one idea discussed by the <br />Community Pride Committee is a factory outlet on this <br />property. <br />Garske pointed out that access is poor to this area for <br />the kind of traffic generated by a factory outlet. <br />Keis felt that the Comp Plan should not address <br />specific types of development, but rather specific <br />zonings, which include a number of different uses. <br />The Planner agreed pointing out that zonings are <br />decided upon and development decisions made at the time <br />proposals are presented. <br />Keis noted that if a superior development proposal is <br />presented which does not fit the Comp Plan, the City <br />would have the option of re- evaluating the plan. <br />Knudsen pointed out that planning is never finished, <br />but rather a process. Knudsen also noted that the City <br />was to have reviewed the Comp Plan on an annual basis <br />and this was never done. <br />Keis again stated that he felt the Planning Commission <br />should give the City Council some indication on where <br />it stands with the Comp Plan. <br />Garske did not feel that there would be significant <br />changes to the Comp Plan, and felt that a critical <br />deviation from the plan was when the City took <br />industrial property for Pioneer Park. <br />Keis felt there were certain areas that needed review, <br />for example along Rice Street to the north. Keis felt <br />that in many instances the City needs to just reconfirm <br />what already exists in the Comp Plan, but felt that <br />reconfirmation was important. <br />Page 10 <br />Page 19 <br />
