MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1993 <br />RECESS <br />CONCEPT <br />REVIEW OF <br />PRATT <br />TOWNHOME <br />DEVELOPMENT - <br />MITCHELL <br />PROPERTY <br />wetland area. <br />Schletty replied that they were not and that mitigation <br />would be provided for any wetland encroachment. <br />Mr. Garske recommended approval of the preliminary and <br />final plat for Fredrickshaven Second Addition as well <br />as variance for length of the cul -de -sac subject to <br />compliance with the recommendations of the City Planner <br />as contained in his report dated July 6, 1993. <br />Motion seconded by Drabik. <br />Motion carried 6 in favor, 0 opposed, and Schletty <br />abstaining. <br />At this point in the meeting, 8:15 P.M., the Commission <br />took a short recess. The meeting was reconvened at <br />8:35 P.M. <br />Len and Lowell Pratt, Pratt Homes, appeared before the <br />Commission requesting concept review of townhome <br />development they are proposing for the Mitchell <br />property. Len Pratt reported that since the May <br />Planning Commission meeting when this matter was first <br />discussed, he has met with the neighbors across the <br />lake on two occasions to discuss their concerns. Pratt <br />reported that three main concerns were discussed, those <br />being lake and water quality and number of boats; <br />preservation of the shoreline; and the definition of a <br />homeowner's association and its powers versus a <br />single- family neighborhood where there is no <br />homeowner's association. <br />Pratt reported that there is still opposition to his <br />townhome proposal from some of the neighbors. However, <br />Pratt felt it was in the best interests of the City to <br />look at what the townhome community could be because of <br />the type of market served. Pratt pointed out that <br />there is a growing number of empty- nesters that are <br />choosing townhome living. <br />Pratt presented a concept drawing of how the property <br />could look developed as single - family, as well as a <br />drawing showing the townhome concept. Pratt pointed <br />out that the townhomes could be limited to one dock on <br />the lake versus a possible 11 docks for single - family <br />development. Pratt agreed that the DNR restricts what <br />can be done with property 75 feet back from the <br />shoreline. However, typically in a single - family home <br />situation brushing will occur over time and people will <br />Page 6 <br />
