Also, the <br />townhome buyer puts a more passive use to the land, has <br />given up the desire to keep up a lawn and shoreline, <br />and would be buying on this particular site for the <br />scenic view. <br />Pratt reported that there was concern on the part of <br />the neighbors that a road to the lake would be <br />developed for public access or visitor access. Pratt <br />reported that such a path would not be developed and <br />also pointed out that the type and number of boats that <br />would be allowed on the lake from the townhomes could <br />be limited. Pratt reported that he is willing to build <br />these kinds of conditions into the homeowner <br />association documents. <br />Pratt presented a letter from Walter Graf, an attorney <br />who has specialized in homeowner's associations for 20 <br />years. This letter summarizes the types of <br />restrictions and controls that could be included in <br />association documents. Pratt also pointed out that <br />amendments to homeowner's association documents could <br />be required by a super majority versus simple <br />majority. Pratt felt the homeowner's association was <br />another level of administrative control that would not <br />be their under a single - family development. <br />Pratt reported that his objective is to minimize the <br />visual change that the residents across the lake have <br />grown accustomed to as well as minimize the use of the <br />lake and the type and number of boats. Pratt reported <br />that his clientele is interested in the passive, <br />private back -drop view. Pratt also pointed out that he <br />is proposing $200,000 townhomes, or $400,000 clusters <br />of 8 townhome structures versus 11 single - family homes <br />lining the lakeshore. <br />DeLonais asked if single- family homes would be closer <br />to the lake than the townhomes. <br />Pratt estimated the setback distance about the same. <br />Lowell Pratt pointed out that with the attached <br />townhomes there is less vegetation disturbed and more <br />green area. <br />Carson pointed out that the population would be greater <br />with a single - family home development. <br />Lowell Pratt replied that this would be correct and <br />Page 7 <br />
