MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1993 <br />anticipated at least a 30% increase in population with <br />a single - family home development. <br />Drabik stated that the Park and Recreation <br />needs to look at this development in terms <br />dedication fee. Drabik suggested that the <br />may want to require a public access to the <br />Commission <br />of park <br />Commission <br />lake. <br />Schletty pointed out that a public access to the lake <br />is exactly what people in the area do not want to see. <br />The City Planner reported that there is no requirement <br />saying there must be a public access to the lake. <br />Keis reported that the park charge is an issue that the <br />Park and Recreation Commission will address. <br />Pratt reported that the neighbors feel the one dock <br />proposed for the townhomes would become a point of <br />entry to the lake for the general public. Pratt felt <br />that this could be prevented through the homeower's <br />association documents. Pratt also pointed out that the <br />City Council has approval rights of the townhome <br />association documents, therefore, the City will have <br />input as to how the lakeshore can be used and managed. <br />Carson asked if the existing residents on the lake have <br />gotten together to limit the number or type of boats on <br />the lake. <br />Jim Ryerson, 279 Twin Lake Trail, reported that there <br />have been some discussions with the existing residents <br />about eliminating motorized boats on the lake. <br />Garske pointed out the Vadnais Heights portion of the <br />lake and asked if the same controls could be put on the <br />Vadnais Heights property owners. <br />Ryerson suggested that these controls would have to be <br />formalized by the County or DNR. <br />Knudsen asked if there were any plans prepared for <br />development of the Vadnais Heights portion of the <br />Mitchell property. <br />Pratt reported that the concept for a 63 single - family <br />home development on the Vadnais Heights property is <br />being developed. Pratt believed that there would be 4 <br />or 5 lots fronting on the lake and no public access to <br />the lake. Pratt reported that the Vadnais Heights <br />property is being developed by another company, but <br />that Pratt Homes is proposing to buy the finished lots <br />and develop them. Pratt is developing the Little <br />Canada portion of the property since it is proposed as <br />a townhome development and Pratt Homes is very <br />Page 8 <br />
