MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1993 <br />FREDRICKS- Mr. Dave Sorenson, representing Anderson - Sorenson <br />HAVEN Construction, appeared before the Commission requesting <br />SECOND the approval of a preliminary and final plat for the <br />ADDITION Fredrickshaven Second Addition, as well as a variance <br />for length of the cul -de -sac which would exceed the 600 <br />foot maximum. Sorenson reported that in negotiating <br />the park charge for the property, the plat now shows a <br />20 foot walkway from the end of the cul -de -sac to the <br />wetland area. It is also proposed that the wetland <br />area immediately south of the project will be dedicated <br />by the Schletty family to the City as part of the park <br />charge requirement. Sorenson reported that the Park <br />and Recreation Commission is proposing a floating <br />boardwalk into the wetland area for wildlife viewing. <br />Garske pointed out that the cul -de -sac is a public <br />street and expressed concern that there may be parking <br />problems on the street with the public coming to use <br />the boardwalk. <br />Drabik viewed the boardwalk as something that will be <br />used by the neighborhood. Drabik pointed out that such <br />improvement will also be made in Gervais Mill Park, <br />which is much more accessible to the public. <br />Sorenson reported that the boardwalk will be a floating <br />platform. Bill Sanders, the park consultant, will be <br />designing the boardwalk, and the Schletty Family is <br />being asked to donate funds toward the cost of <br />construction of the boardwalk as part of the park <br />charge for the Fredrickshaven Second Addition. <br />The City Planner asked if the walkway would be gravel <br />and if the boardwalk would be in place year- round. <br />Sorenson replied that the walkway would be gravel, and <br />Fred Schletty indicated that the boardwalk would be in <br />place year- round. Schletty reported that his family is <br />agreeable to donating the walkway and funds toward the <br />construction of the boardwalk in lieu of a park <br />dedication fee. Schletty pointed out that the Parks <br />and Recreation Commission had recommended a land <br />dedication along the south edge of Lots 5 and 6 in <br />addition to the cul -de -sac connection and the outlot <br />itself. Schletty reported that his family opposed the <br />dedication of walkway area on the south sides of Lots 5 <br />and 6, and felt that this would be a hindrance to the <br />development. Schletty reported that he met with the <br />Park Consultant, Chairman of the Parks and Recreation <br />Commission and Parks and Recreation Director and <br />discussed the alternative of dedicating cash toward the <br />cost of a boardwalk, the dedication of the 20 foot <br />walkway, and the dedication of the outlot.
