ANALYSIS <br />REZONING <br />Judgement Criteria. As noted previously, the applicant has <br />requested a rezoning of the subject property from R -1, Single <br />Family Residential to R -2, Medium Density Residential. The purpose <br />of the rezoning is to allow the construction of twin homes. <br />According to the Zoning Ordinance, the Planning Commission must <br />consider the following factors in rezoning requests. <br />1. The proposed action has been considered in relation to the <br />specific policies and provisions of and has been found to be <br />consistent with the official City Comprehensive Land Use Plan. <br />2. The proposed site is or will be compatible with present and <br />future land uses of the area. <br />3. The proposed use conforms with all performance standards <br />contained herein. <br />4. The proposed use will not tend to or actually depreciate the <br />area in which it is proposed. <br />5. The proposed use can be accommodated with existing public <br />services and will not overburden the City's service capacity. <br />Comprehensive Plan. According to the City's Land Use Plan, low <br />density residential uses have been suggested for the subject site. <br />In addition to complying with the City's Land Use Plan, several <br />policies within the plan further justify the proposed use, as <br />listed below. <br />o Encourage a low to medium density residential character for <br />the community. <br />o Provide a variety of housing types, styles and cost ranges. <br />o Encourage the development of alternative forms of housing such <br />as patio homes, townhouses, and condominiums to supplement <br />conventional single family homes and apartments. <br />o From a cost per unit perspective, PUD shall be promoted in <br />order to: (a) reduce unit land costs, (b) lessen the amount of <br />new dedicated streets, (c) lower utility costa, and (d) reduce <br />additional runoff resulting from development. <br />2 <br />Page 77 <br />
