Compatibility. In examining surrounding land uses and zoning <br />designations, it is believed the proposed use can compatibly <br />coexist with surrounding uses in the area. <br />Direction Land Use Zoning <br />North Open Space (City of Vadnais Heights) N/A <br />South Open Space (Twin Lake) /Single Family R -1 <br />Residential <br />East Single Family Residential (City of N/A <br />Vadnais Heights) <br />West Open Space (Twin Lake) /Single Family R -1 <br />Residential <br />Performance Standards. As a condition of PUD /Conditional use <br />permit approval, the proposed development will be required to meet <br />all applicable R -2 /Shoreland development standards. <br />Public Services. In considering rezoning requests, findings should <br />be made that the proposed use will not overburden City services. <br />While it is anticipated that the proposed use and resulting traffic <br />generation may be capably handled by Vadnais Boulevard, this item <br />will be subject to further examination as part of the Development <br />Stage PUD. <br />The subject site would receive sanitary sewer service from the City <br />of Little Canada. Water service, on the other hand, would have to <br />be received from Vadnais Heights. As a consequence, a joint powers <br />agreement must be reached to accommodate the utility needs of the <br />proposed use. <br />Annexation /Detachment. As noted previously, approximately 1.6 <br />acres of the subject 16 acre site lies within the City of Vadnais <br />Heights. Obviously, the City of Little Canada cannot rezone land <br />outside of its jurisdiction. To accommodate the proposed <br />development, the following options appear available to the City. <br />1. Annex the ± 1.6 acres of the subject site which lies within <br />Vadnais Heights. <br />2. Trade the ± 1.6 acres of the subject site within Vadnais <br />Heights for ± 2.0 acres of Little Canada land located <br />southeast of the subject property. <br />3. Design the development so that the portion of the site within <br />Vadnais Heights does not contain any individual dwelling units <br />and is devoted exclusively to open space. <br />3 <br />Page 78 <br />
