Dock. As shown on the submitted concept plan, the proposed <br />development includes a dock and boat slips upon Twin Lake. <br />According to the Model Shoreland Ordinance, the allowance of <br />docking and watercraft storage must be centralized and located in <br />areas suitable for them. Evaluation of suitability must include <br />consideration of land slope, water depth, vegetation, etc. The <br />Ordinance further states that the number of watercraft storage <br />spaces must not exceed the allowable dwelling units in the first <br />tier. <br />This item will be subject to further comment at such time when <br />additional project detail is made available. <br />Private Street. As shown on the submitted concept plan, the <br />proposed dwelling units would be served by a private street system. <br />According to the Zoning Ordinance, roadways with PUDs must adhere <br />to the City's street construction standards. This item should be <br />addressed in the Development Stage of the PUD. <br />Homeowner Rules and Bylaws. As a condition of Development Stage <br />PUD approval, the applicant should submit a copy of all rules and <br />bylaws to be utilized by the development's homeowners association <br />for City review. The rules /bylaws should address issues such as <br />maintenance of common open space, snow removal, etc. <br />Park Dedication. The proposed PUD should be subject to comment and <br />recommendation of the Parks Commission in regard to appropriate <br />park dedication requirements. <br />Development Agreement. As a condition of Development Stage <br />approval, the developer will be required to enter into a <br />development agreement with the City. <br />Tree Preservation. The applicant has indicated that the subject <br />development is highly responsive to existing trees and topography. <br />As part of forthcoming plan submissions, the applicant should <br />submit a tree preservation plan which identifies specific trees to <br />be removed and retained. The plan will be subject to approval by <br />the City. <br />Landscape Plan. In addition to a tree preservation plan, a <br />landscape plan should be submitted which identifies the location, <br />size and variety of all proposed site plantings. <br />Grading and Drainage. In accordance with City subdivision <br />requirements, a grading and drainage plan must be submitted for the <br />proposed development. The grading plan will be subject to review <br />and comment by the City Engineer. <br />6 <br />Page 81 <br />
