Utilities. As noted previously, the subject property would receive <br />sanitary sewer service from the City of Little Canada and water <br />service from Vadnais Heights. In consideration of the proposed <br />water service, a joint powers agreement will need to be reached. <br />As a condition of Development Stage PUD approval, a utility plan <br />should be submitted. The plan will be subject to review and <br />comment by the City Engineer. <br />Off - Street Parking. As shown on the submitted plan, a double <br />garage appears to be provided for each townhome unit. The Zoning <br />Ordinance stipulates that townhomes must provide two (2) spaces for <br />each living unit. While the proposed development appears to meet <br />the cited off - street parking requirements, scattered visitor <br />parking stalls should also be provided throughout the site. <br />In consideration of the proposed private drive width (± 24 feet), <br />it is recommended that on- street parking within the development be <br />prohibited so as to ensure an efficient movement of traffic and <br />emergency vehicles. <br />Driveways. As part of the review process, a determination should <br />be made that the dwelling unit driveways are of sufficient length <br />so as not to impede traffic movement within the site. In this <br />regard, is recommended that dwelling unit driveways not be less <br />than 22 feet in length. <br />Snow Storage. Of concern in regard to the proposed private street <br />width (24 feet) is that of snow storage. As a condition of PUD <br />approval, the developer should identify snow storage areas upon the <br />submitted site plan or agree that all snow will be hauled to an <br />off -site location. <br />Wetland. As shown on the concept plan, the site's southeastern <br />border is bounded by a drainage ditch and wetland. To ensure that <br />the wetland is maintained for drainage purposes, a drainage <br />easement overlay should be established. <br />RECOMMENDATION <br />Based on the preceding review, our office believes justification <br />exists to warrant approval of the requested rezoning. Rezonings <br />are, however, considered policy matters to be determined by City <br />Officials. If the rezoning request is approved, our office <br />recommends approval of the PUD conditional use permit concept plan <br />subject to the following conditions: <br />1. One of the three following actions take place: <br />a. The 1.6 acres of the subject site which lies within <br />Vadnais Heights is annexed to the City; or <br />7 <br />Page 82 <br />
